Social housing in Warsaw is often energy inefficient, and houses lower-income residents who are more likely to experience financial burdens. Making energy-efficiency improvements to this housing stock is crucial for addressing energy poverty and tackling climate change in the city. Yet, inconsistent data and inadequate tools are hampering progress and impeding roll-out. 

The C40 ICA Fund supported Warsaw’s Carbon-neutral and Affordable Retrofits for Everyone in Need (CARE) project, an innovative tool that allows the city to identify where energy-efficiency renovation will have the biggest impact on both people and emissions reduction. 

The project consulted representatives from various stakeholder groups, fostering cross-sectoral and interdisciplinary cooperation, and the results are already being shared through city peer-to-peer exchanges. 

The project has contributed to the city’s vision of reducing energy poverty among frontline residents; improving housing conditions, health, and wellbeing; and ensuring cost-effective climate change mitigation actions, in line with Warsaw’s Climate Action Plan.

The C40 Inclusive Climate Action (ICA) Cities Fund is designed to help cities develop and implement climate projects with equity and inclusion principles at their core. As part of the 2023-2024 programme, C40 supported six global cities to develop and deliver climate projects over a 12-18 month period that are inclusive, fair and benefit all residents.
